But when there aren't enough volunteers and there aren't enough people willing to fly somewhere for financial compensation , sometimes airlines can apply some pressure to the crews because they can operate flights, or they can say that no one wants to fly there

. It all depends on how strong the union is, if there is one, and the culture of the airline itself. Therefore, the answer is not very clear. Naturally, every commander can say: "No, I'm not flying there. I don't think it's safe." But this could have some consequences, including for the commander, of course.

If an airline has decided that it's safe to fly there, and a particular captain says I won't fly there, then they'll either look for another captain, or that captain will look for another airline.
