13 personnel might be the next big trend in the NFL, and it actually creates some of the most valuable fantasy opportunities, not for tight ends, but for wide receivers, which might seem counterintuitive, but the one wide receiver on the field for 13 personnel pass plays is incredibly valuable. In every other personnel grouping outside of 13 personnel, the league-wide wide receiver target rate in 2025 was 18.5%.
In 13 personnel, that jumped all the way up to 24.7%, over a 6% increase. Fantasy-wise, that translated to a wide receiver league average of 0.31 fantasy points per route out of non-13 personnel plays. And an insane 0.56 fantasy points per route out of 13 personnel. Just for context for how big of a gap that is, Taequann Thornton was a 0.31 fantasy points
per route wide receiver in 2025. Amon Rastain Brown was a 0.56 fantasy points per route wide receiver. So first, here is a list of the top 15 wide receivers in 13 personnel routes run last season.
